Creates the Agricultural Land Conservation Act. Provides that, beginning on January 1, 2027, a Farmland Conversion Fee of $275 per acre shall be paid by the buyer or lessee of a transaction for any agricultural land that will be removed from production for the specific purpose of developing an industrial park, a commercial area, a single-family or multi-family dwelling or for being put to any other use that removes the agricultural land from production. Provides that the fee shall be collected by the Department of Agricultural. Provides for the creation of the Farmland Conversion Fee Fund as a special fund in the State Treasury. Provides that all Farmland Conversion Fees collected by the Department of Agriculture shall be contributed to the Fund. Further provides that moneys in the Fund may be exclusively used for the following purposes: (i) supporting education and programs that support healthy soil clean water, and climate-smart agricultural practices; (ii) supporting operations funding for soil and water conservation districts; (iii) covering costs associated with administering the Act; (iv) any other purposes that the Department of Agriculture determines are consistent with the purposes of the Act. Provides that, before expending moneys for any other purposes, the Department of Agriculture shall, subject to the availability of moneys in the Fund, ensure that during each State fiscal year, $10,000,000 is distributed to soil and water conservation districts, for the purpose of supporting their operations funding. Provides that $500,000 shall be distributed to the Department of Agriculture for the purposes of collecting fees and administering the program created under the Act. Provides for penalties. Effective immediately.
Amends the Chicago Park District Act. Authorizes the Chicago Park District, in collaboration with the botanic gardens authorized under the Forest Preserve Botanic Gardens Act, to establish, maintain, and manage small public gardens throughout the City of Chicago. Provides that each public garden shall include a native landscape aimed at protecting butterfly populations that migrate through the City of Chicago. Defines "Illinois native plants" and "native landscape".

Provides that Department has the power to expend moneys appropriated to the Department from the Park and Conservation Fund in the State treasury for furtherance of the Department's programs or for use by the Department for the Department's normal operations and for the construction and maintenance of State owned, leased, and managed sites (rather than the ordinary and contingent expenses of the Department). Amends the State Finance Act. Provides that the Comptroller shall order transferred and the Treasurer shall transfer from the Park and Conservation Fund Account in the Build Illinois Fund to the Park and Conservation Fund 1/12 of $10,000,000, plus any cumulative deficiency in those transfers for prior months, for any purposes (rather than Conservation and Park purposes) as enumerated in Section 805-420 of the Department of Natural Resources (Conservation) Law or for the same purposes as specified in any other State general obligation bond Act. Amends the Illinois Vehicle Code. Provides that the moneys deposited in the Park and Conservation Fund shall be used as provided for in Section 805-420 of the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois (rather than for the development and acquisition of bike paths).

Appropriates $25,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to the Barrington Area Council of Governments to facilitate implementation of its Water Resources Initiative that will monitor water quality and quantity in the shallow aquifer supporting the water needs of the Villages of Barrington, Barrington Hills, Deer Park, Lake Barrington, South Barrington, and Tower Lakes and the Township of Barrington, as well as surrounding areas. Effective immediately.

Requires the Secretary of Transportation to establish a program through which the Secretary shall award grants to eligible entities for projects that facilitate travel by public transportation to public outdoor recreation sites for outdoor activities, including hiking, biking, boating, picnicking, hunting, fishing, wildlife observation, or other nature-based activities. Provides that the Secretary shall offer grants through the Transit-to-Trails program on an annual basis. Requires the Department of Transportation to adopt rules necessary to implement and administer the program. Provides that, in considering grant applications, the Department shall prioritize projects with demonstrated intent to enhance access to outdoor recreation opportunities for populations in greatest need of improved access to outdoor nature-based recreation. Requires the Department to provide technical assistance in preparing grant applications to applicants upon request. Provides that implementation of the grant program is subject to appropriation by the General Assembly.
Amends the Downstate Forest Preserve District Act. Allows the board of a forest preserve district to establish a special forest preserve district retailers' occupation tax and service occupation tax after referendum of the voters. Allows the tax to used exclusively for general purposes, including education, outdoor recreation, maintenance, operations, public safety at the forest preserves, trails, acquiring and restoring land, and any other lawful purposes or programs determined by the board of that district. Includes referendum language and additional ballot informational language. Incorporates provisions from the Retailers' Occupation Tax Act to implement the tax. Amends the State Finance Act to create the Special Forest Preserve Retailers' and Service Occupation Tax Fund. Effective immediately.
