Appropriates $15,000,000 to the Southern Illinois University Board of Trustees for the expansion of the National Corn-to-Ethanol Research Center at Southern Illinois University at Edwardsville to expand its research capabilities and to increase biomanufacturing workforce training. Effective July 1, 2026.
Expresses strong support for the American High Speed Rail Act of 2026 and commends Illinois congressional delegation members for their leadership as original cosponsors of this landmark legislation. Urges the United States Congress to advance and pass the American High Speed Rail Act of 2026 and to ensure that any federal surface transportation reauthorization package includes substantial, dedicated funding for high-speed and higher-speed rail development nationwide. Calls upon the Trump administration to include robust funding for high-speed rail in its federal budget proposals. Affirms support for the ongoing work of the Illinois High Speed Rail Commission and the Illinois Department of Transportation in developing a statewide high-speed rail plan. Recognizes this state-level planning effort represents the kind of serious groundwork that merits strong federal investment.
Amends the Public Utilities Act. In provisions concerning the exercise of eminent domain powers by a public utility, provides that an owner or operator of a pipeline designed, constructed, and operated to transport carbon dioxide to which the Illinois Commerce Commission has granted a certificate under the Carbon Dioxide Transportation and Sequestration Act shall not seek or exercise eminent domain authority from the Commission. Amends the Carbon Dioxide Transportation and Sequestration Act. Provides that a certificate of authority does not grant an owner or operator of a carbon dioxide pipeline the authority to take and acquire an easement in any property or interest in property for the construction, maintenance, or operation of a carbon dioxide pipeline through the exercise of eminent domain power. Removes corresponding provisions concerning eminent domain.
Appropriates the amount of $1,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity, for a grant to the Clean Energy Jobs and Justice Fund for costs associated with contingent and operational expenses. Effective July 1, 2026.

Urges all data centers in Illinois to provide their own energy to alleviate the burden they place on Illinois residents. Urges the Illinois Power Agency and the Illinois Environmental Protection Agency to, pursuant to 415 ILCS 5/9.15(o), develop a plan to reduce or delay CO2e and copollutant emissions reductions. Urges the Illinois Commerce Commission to approve the plan developed by Illinois Power Agency and the Illinois Environmental Protection Agency.
Amends the Environmental Protection Act. Reverts provisions regarding greenhouse gases to the language existing before changes made by amendment under P.A. 102-662. Repeals a provision defining "clean energy". Effective immediately.
