Amends the Housing Authorities Act. Provides for additional items of a tenant's income to be excluded for the purpose of determining rent, including income received from participation in an economic self-sufficiency or other job training program or income earned after receiving TANF assistance for 6 months. Provides for a 12-month exclusion of all of an increase in income, followed by a 12-month exclusion of 50% of the increase, within a maximum period of 48 months. Effective immediately.
Amends the Disaster Relief Act. Defines "disaster" to include public health emergencies and acts of domestic terrorism. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and amends the Illinois Emergency Management Agency Act. Provides for the Department and the Agency to coordinate with respect to planning for and responding to public health emergencies. Defines "disaster" to include public health emergencies. Defines "public health emergency". Provides that the Governor must deposit transfers and loan proceeds into and make expenditures from the Disaster Relief Fund. Provides for the General Assembly to restore moneys used from other funds to meet disaster needs. Effective immediately.
Amends the Condominium Property Act. Provides that a rule adopted by a condominium association board of managers, or the association's declaration or bylaws, may provide that unit owners may not vote by proxy in board elections, but may vote only (i) by submitting an association-issued ballot in person at the election meeting or (ii) by submitting an association-issued ballot to the association or its designated agent by mail or other means of delivery specified in the declaration, bylaws, or rule. States requirements for use of ballots. Provides for a meeting and vote of the unit owners on the question of a board's adoption of a rule prohibiting proxy voting in board elections.
Amends the Lobbyist Registration Act. Requires that a lobbyist provide a copy of his or her expenditure report to each official listed in it at least 25 days before filing the report (now, at least 25 days before the deadline for filing the report). If an official returns or reimburses a lobbyist's gift or honorarium within 10 days after the official receives a copy of the report listing the official, the lobbyist's final report shall not list the official unless he or she was informed upon receiving the gift or honorarium that it was a reportable expenditure.
Amends the Environmental Protection Act. Makes technical changes to a Section concerning legislative declarations.
Amends the Public Utilities Act. Provides that a public utility may not disconnect for nonpayment service during the period from December 1 through March 31 to a residential customer who is eligible for assistance under the Energy Assistance Act of 1989. Effective immediately.
Amends the Fire Investigation Act. Provides that an owner or occupier of a premises owes a reasonable duty of care to fire fighters to maintain the premises in accordance with applicable fire safety codes, regulations, ordinances, and generally applicable safety standards. Defines "premises". Effective immediately.
Amends the Property Tax Code. Provides that the Property Tax Appeal Board shall provide annually, no later than February 1, to the Governor and the General Assembly a report that contains for each county (1) the total number of cases for commercial and industrial property requesting a reduction in assessed value of $100,000 or more for each of the last 5 years, (2) the total number of cases for commercial and industrial property decided by the Board for each of the last 5 years, and (3) the total change in assessed value based on the Property Tax Appeal Board decisions for commercial property and industrial property for each of the last 5 years. Provides that, in counties with 3,000,000 or more inhabitants, the Board shall electronically distribute every 30 days to the chief county assessment officer, free of charge, certain information about appeals to the Board. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section relating to property and casualty insurers.
Amends the Consumer Installment Loan Act. Increases the amount that an obligor may owe to a licensee under the Act from $25,000 to $40,000.
Amends the Illinois Savings and Loan Act of 1985 and the Savings Bank Act. Makes provisions for the disclosure of information by the Commissioner of Banks and Real Estate in connection with examinations of savings banks and savings and loan associations. Effective immediately.
Creates the Civil No Contact Order Act. Sets forth procedures under which a victim of non-consensual sexual conduct or non-consensual sexual penetration may petition a court for a civil no contact order requiring the person who committed the non-consensual sexual conduct or non-consensual sexual penetration to stay away from the victim. Provides that violation of a civil no contact order is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense. Provides that a law enforcement officer may make an arrest without a warrant if the officer has probable cause to believe that a person has committed or is committing a violation of a civil no contact order. Provides that sheriffs shall furnish to the Department of State Police copies of no contact orders issued by the court and that civil no contact orders shall be entered in the LEADS system. Provides that the Department of State Police shall maintain a record and index of civil no contact orders.
