RELATING TO MEDICAL MARIJUANA.

Establishes that state medical use of marijuana as defined in section 329-121, Hawaii Revised Statutes, does not violate the federal classification of marijuana or federal marijuana regulations.

RELATING TO OPEN GOVERNMENT.

Allows the electronic mailing and posting of meeting notices; requires the posting of the meeting notice and minutes on the state or appropriate county websites; and increases public access to information before a public hearing by a board. Effective January 1, 2018.

RELATING TO HEALTH.

Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care.

RELATING TO ORDERS FOR IMMEDIATE PROTECTION.

Requires a finding of substantial evidence that a vulnerable adult has incurred abuse or is in danger of abuse prior to the issuance of an order for immediate protection when the vulnerable adult is living at home with a prognosis of six months or less to live.

RELATING TO FIREARMS.

Prohibits a person listed in the federal Terrorist Screening Database from owning, possessing, or controlling a firearm or ammunition. Allows for removal of the disqualification. Requires surrender or disposal of firearms and ammunition.

RELATING TO DENTAL LICENSURE.

Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of any other nationally recognized clinical dental examination recommended by the American Dental Association and dental licensure in another state; provided that the applicant meets specific qualifications. Effective 7/1/2050. (SD1)

RELATING TO EMPLOYMENT SECURITY.

Clarifies Hawaii's employment security law for independent contractors. Includes twenty factors to be used as guidelines when determining whether an individual could be an independent contractor. Retains the ability of the department of labor and industrial relations to determine if an individual is an independent contractor. Requires the director of labor and industrial relations to report to the legislature prior to the regular session of 2018 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the legislature regarding covered employment determinations.

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the Hospital Sustainability Program for two years. Appropriates funds out of the Hospital Sustainability Program Special Fund for fiscal years 2017-2018 and 2018-2019. (SB397 HD1)

RELATING TO PESTICIDES.

Establishes pesticide buffer zones for sensitive areas beginning on July 1, 2018. Establishes penalties for violations. Requires the Department of Agriculture, based on input from the Advisory Committee on Pesticides, to adopt rules that determine amounts, distances, and wind speeds relating to pesticide buffer zones, within 18 months of the effective date.
