Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2022 pursuant to certain conditions.
Removes the statute of limitations for criminal prosecution of certain sexual abuse of minors offenses.
Establishes a regulatory framework for products containing cannabidiol that were manufactured legally through approved government programs. Clarifies that these products are not considered adulterated food, beverage, or cosmetic products. Prohibits manufacturers from making health-related claims. Requires product labeling for the products to be legally allowed in the State. Exempts industrial hemp products that are generally recognized as safe by the Food and Drug Administration from the new regulatory framework.
Imposes a fee on the carbon content of fossil fuels. Establishes a carbon cashback trust fund into which fees will be deposited and dividend payments will be made to Hawaii residents. Effective for taxable years beginning after 12/31/2021.
Allows a qualified applicant to change their sex designation on their own birth certificate.
Allows a landlord or landlord's agent to charge an application screening fee as part of the applicant screening process for renting residential property. Limits the amount that may be charged for an application screening fee. Requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant.
Requires the department of health to implement the auditor's recommendations for the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. Requires redemption centers to install reverse vending machines.
Includes agents of candidates listed on ballots among the persons prohibited from providing voting assistance at voter service centers and in the use of absentee ballots.
Establishes freedom of press protections for student journalists producing school-sponsored media or university-sponsored media unless subject to certain exceptions.
Enacts and enters the state into the Interstate Compact Agreement to Phase Out Corporate Giveaways.
