Requires a hotel employer to recall the same number of employees in substantially the same classification as the employer's active workforce as of 3/1/2020. Requires certain laid-off employees to be offered job positions as they become available, under certain terms and conditions. Prohibits an employer from retaliatory actions against employees who exercise their right to recall. Establishes the rights of employers and employees under the right of recall law.

Authorizes the immediate towing of parked vehicles that are not properly registered, do not display valid safety inspection stickers, or are otherwise illegally parked.

Authorizes allocation of supplemental categorical funding to remote schools, subject to legislative appropriation. Appropriates funds.

Requires a county to first seek revenue from alternative sources, including advertising, before imposing any new mass transit fare or fare increase. Requires prior approval of a new fare or fare increase from the department of transportation.

Beginning 07/01/2022, requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor.

Allows community rehabilitation programs for persons with disabilities to be considered qualified under the State's procurement code without requiring federal and state certification that authorizes the payment of a subminimum wage to workers in their program.

Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2021. Sunsets 12/31/2024.

Imposes a pay disparity general excise tax surcharge on any company conducting business in Hawaii whose top executive earns at least one hundred times more than the median income of company employees.

Establishes a zero net energy and zero net waste initiative program in the public utilities commission. Establishes a zero net energy and zero net waste advisory council. Designates property controlled by the natural energy laboratory of Hawaii authority as a microgrid demonstration project. Authorizes the transmission of electric power from one governmental agency's point of generation to another governmental agency's existing transmission lines within the boundaries of the Hawaii ocean science and technology park. Appropriates funds for the zero net energy and zero net waste initiative program.

Creates a domestic violence offender registry that is maintained by the Attorney General and accessible by the public. Requires covered offenders to register and annually renew their registration for 15 years, or for life if convicted of a class A felony domestic violence offense. Establishes a class C felony offense for failing to register or for providing false information during the registration process. Requires county police chiefs to maintain a local registry of covered offenders and forward this information to the Attorney General.
