Incorporates a regenerative framework into the State Planning Act by establishing objectives and policies for the visitor industry. (SD1)
Establishes the Hawaii emergency food assistance program and Hawaii emergency food assistance program special fund to be administered by the department of agriculture and appropriates moneys into the fund to provide food to certain residents during governor-declared states of emergency. Requires each county police department to collect certain data regarding police stops, uses of force, and arrests, and submit to the legislature annual reports. Effective 5/6/2137. (SD1)
Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. Establishes a permanent autonomous transportation task force to be placed in the department of transportation. (SD2)
Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)
Creates the Kawaihapai Airfield Revitalization Task Force to keep Kawaihapai Airfield open, provided that necessary issues are addressed. Requires the task force to report to the legislature. Effective 5/6/2137. Sunsets on June 30, 2022. (SD2)
Makes the exemption from the behavior analyst licensing requirements permanent for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Clarifies exemptions from licensure as a behavioral analyst for general education teachers, direct support workers, special education teachers, and teacher trainees working in collaboration with or under the supervision of licensed professionals.
