RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the hospital sustainability program through 6/30/2024. Increases the maximum fee for inpatient care services to five and one-half per cent. Increases the amount of time hospitals have to pay the hospital sustainability fee from thirty days to sixty days. Appropriates moneys. Effective 6/29/2021. (CD1)

RELATING TO TELEHEALTH.

RELATING TO PUBLICITY RIGHTS.

RELATING TO POLICING.

Requires officers serving a warrant to declare the officer's office and business and wait thirty seconds before entry into a house, store, or other building, subject to certain circumstances. Requires officers serving a warrant issued by a district court to do so in an authorized uniform and wear and use a body-worn video camera. (CD1)

RELATING TO THE ENVIRONMENT.

Requires the clean water branch to perform water quality testing during brown water advisories as practicable and inform the public of health risks associated with water runoff during brown water advisories. Requires the department of health to consider environmental justice issues when making certain assessments and determinations. Appropriates funds for positions within the department of health. RELATING TO EDUCATION.

RELATING TO HOUSING DEVELOPMENT.

Exempts from school impact fee requirements, certain affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, affordable housing units in projects or property developed by the Hawaii public housing authority, and affordable housing units in projects assisted by the Hawaii housing finance and development corporation. RELATING TO HOUSING.

Clarifies that the eligibility for the general excise tax exemption includes the nonreceipt of financing from the Hawaii Finance and Development Corporation. Allows certain affordable rental housing projects to receive a waiver of various development fees from a county. Removes the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing certified by the Hawaii Housing Finance and Development Corporation. RELATING TO TRANSPORTATION.

Requires the department of transportation to report on the complete streets policy and principles. Requires the department of transportation to establish standards relating to safe travel along state roadways and a complete streets checklist. Requires the director of transportation to provide training for maintenance staff in complete street policies, principles, and implementation procedures. Requires counties to consider complete street policies when adopting or amending land use ordinances. Effective 5/6/2137. (HD2)
