RELATING TO TAXATION.

Requires the Director of Taxation to appoint a legal, tax, or accounting professional as an Administrative Rules Officer. Authorizes the Administrative Rules Officer to appoint individuals with suitable experience as Administrative Rules Specialists.

RELATING TO LAND USE.

Requires any petitioner for a district boundary amendment to obtain a written statement from the Commission on Water Resources Management on water availability in the hydrologic unit or units where the parcel is located and provide that certification to the Land Use Commission. RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Repeals requirement that the Chairperson of Hawaii Housing Finance and Development Corporation Board of Directors be a public member. Repeals the prohibition on certain members of the Hawaii Housing Finance and Development Corporation Board of Directors from serving as Chairperson. Effective 3/22/2075. (SD1)

RELATING TO CANNABIS.

Allows applicants or primary caregivers to make a one-time purchase of medical cannabis after the submission of the applicant's certification form while waiting for confirmation of registration from the Department of Health. Requires the Office of Medical Cannabis Control and Regulation to facilitate the temporary authorization. Effective 3/22/2075. (SD2)

RELATING TO FAMILY.

Establishes an exemption from mediation in parentage proceedings where there are allegations of domestic abuse. Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse. (SD1)

RELATING TO CAMPAIGN CONTRIBUTIONS.

Requires a candidate or any individual authorized to receive contributions on behalf of a candidate or noncandidate committee to deposit the monetary contribution or other campaign funds into a depository institution within seven days of its receipt. Requires any elected official, candidate, candidate committee, or other individual required to file an organizational report who receives a contribution from a lobbyist to deposit the contribution within seven days of its receipt. RELATING TO INDUSTRIAL HEMP.

Establishes an Industrial Hemp Program in the Department of Agriculture and Biosecurity that includes education and support for non-cannabinoid industrial hemp cultivation and use. Establishes the Industrial Hemp Program Advisory Board to develop a strategic plan to establish and expand the processing infrastructure and commercialization of industrial hemp. Requires the University of Hawaii College of Tropical Agriculture and Human Resilience to support research and development focused on local adaptation, sustainability, and economic development goals. Requires DAB to promote partnerships with Native Hawaiian practitioners, cooperatives, and aina-based programs. Adopts state building codes for hemp-based materials, including hempcrete. RELATING TO THE HAWAIIAN LANGUAGE.

Requires that whenever there is a difference between the English and Hawaii version of law that is material to its interpretation, priority shall be given to the language that aligns with the intent of the legislature as evidenced by legislative history, context, and purpose. Clarifies that Hawaiian shall not be required for public acts and transactions, but is welcomed. (SD1)

RELATING TO HEALTH INSURANCE.

Establishes a three-year Health Coverage Continuity Pilot Program to be administered by the Department of Human Services, in consultation with the Department of Commerce and Consumer Affairs, to subsidize the cost of certain health insurance deductibles for eligible individuals. Authorizes the Department to contract with a nonprofit health insurer or community-based organization to operate the Pilot Program; provided that the Department shall allow the operator to access state-backed reinsurance or risk stabilization support for the operation of the Pilot Program. Requires reports to the Legislature. Appropriates funds. Repeals 6/30/2029. Effective 7/1/2050. (SD2)
