RELATING TO REDRESS FOR WRONGFUL CONVICTION AND IMPRISONMENT.

Requires the Department of Corrections and Rehabilitation to provide written notice to certain persons regarding the ability to file a claim for redress under applicable wrongful conviction law. Requires the liberal construction of that law. Changes the standard for a claim for compensation for wrongful imprisonment from actual innocence to grounds consistent with innocence. Provides for advance compensation for petitioners under certain circumstances. Requires the State to prove, for claims for compensation for wrongful imprisonment, that the reversal or vacating of the petitioner's conviction or pardoning of the petitioner was inconsistent with innocence. Requires reports to Legislature from the Department of the Attorney General. (SD1)

RELATING TO MOTOR VEHICLES.

Decreases the exempted light transmittance for motor vehicle sun screening devices on front side wing vents and windows from thirty-five per cent to twenty per cent plus or minus six per cent. Exempts the light transmittance for motor vehicle sun screening devices for side windows that are to the rear of the driver and rear windows in sedans. Repeals the requirement that a front number plate be affixed to the front of a motor vehicle. Makes conforming amendments. Effective 7/1/2050. (SD1)

RELATING TO RECORDINGS OF LAW ENFORCEMENT ACTIVITIES.

Establishes the right of a person to record law enforcement activities. Establishes a private right of action for any violation of the right to record law enforcement activities. Effective 7/1/3000. (HD2)

RELATING TO LIBRARIES.

Requires reasonable terms in license agreements for digital literary materials between libraries and publishers. Defines prohibited terms for license agreements between libraries and publishers. Declares offer of a license agreement with a prohibited term an unfair or deceptive act. Makes a license agreement with a prohibited term void and unconscionable. Creates a right of action by libraries, library officers and borrowers. Effective 7/1/2050. (SD1)

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a seller or its agent in a residential real property transaction to disclose that the United States Postal Service cannot deliver mail or packages to the residential real property being offered for sale.

RELATING TO COGNITIVE ASSESSMENTS.

Requires all health care providers who accept Medicare to provide a cognitive assessment as part of the Medicare Part B annual wellness visit for Medicare beneficiaries sixty-five years of age or older, with certain exceptions. Requires health care providers to submit certain information to the Executive Office on Aging and the Executive Office on Aging to report de-identified aggregated data to the Legislature on an annual basis. Appropriates funds. Effective 1/1/2026.

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires any appointment of a person by the Governor to serve in the Executive Branch in the position of an advisor to be subject to the advice and consent of the Senate if that person's salary is greater than $200,000, and is not paid from the Governor's budget. Requires the Governor to transmit Governor's Messages to the Senate President containing nominations for each gubernatorial appointee who was appointed to their advisor position before the effective date of this Act and whose salary is greater than $200,000, and is not paid from the Governor's budget. Effective 1/1/2491. (SD1)

RELATING TO ABANDONED VEHICLES.

Authorizes each county director of finance to waive, for up to one year, certain abandoned vehicle tow, storage, and other charges, fees, and fines owed to the county.

RELATING TO FOSTER CARE.

Prohibits the Department of Human Services from using any social security income payments, including supplemental income payments it receives on behalf of a child under foster custody of the Department to cover the cost of foster care services. Requires the Department of Human Services to deposit all social security income payments received on behalf of a child under foster custody of the Department into a savings account that shall be made accessible to the child when the child leaves foster care custody.

RELATING TO GUN VIOLENCE PREVENTION.

Establishes the Office of Gun Violence Prevention to conduct community outreach on gun violence prevention, develop and administer a grant program for gun violence prevention, and develop and administer a gun violence resource bank. Establishes the Gun Violence Prevention Special Fund and appropriates funds into and out of the special fund. Appropriates funds.
