Provides the State Ethics Commission with the discretion to maintain or destroy records of financial disclosure statements beyond the current 6-year statutory requirement. Applies retroactively to applicable disclosures that are in the Commission's possession and control.

Strengthens and continues the Hospital Sustainability Program indefinitely. Appropriates funds out of the Hospital Sustainability Program Special Fund for fiscal years 2023-2024 and 2024-2025. Makes other non-substantive changes for consistency and clarify.
Amends section 141-43 (a), Hawaiʻi Revised Statutes, to delete the requirement for additional rules by the Department of Agriculture to address nuisance issues, including smell, noise, and excessive lighting arising out of the activities of hemp growers.
Makes permanent Act 197, Session Laws of Hawaiʻi 2021, which excludes housing developed by the Department of Hawaiian Home Lands from school impact fees.
Prohibits new operations and renewal of existing licenses or permits to operate large concentrated animal feeding operations in the State, under certain conditions and by an unspecified date. Phases out all existing large concentrated animal feeding operations by 7/1/2028.
Authorizes the use of diacritical marks for Hawaiian words on special number plates.
Provides that a mandatory recount shall occur when the difference in votes cast is equal to or less than 100 votes or one-quarter of 1% of the total number of votes cast for the contest, whichever is lesser. Establishes that the filing deadline for a complaint for a contest for cause that arises from a mandatory recount shall be the same as the filing deadline for complaints for contests in which no mandatory recount was held.
Increases the amount of fines for campaign spending law violations that may be assessed against certain noncandidate committees making only independent expenditures. Allows the Campaign Spending Commission to order that the payment of the fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of the officers of the noncandidate committee, if the noncandidate committee does not have the funds to pay the fine.
