RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.

Requires procurement officers, when assessing an offeror's responsibility, to require the offeror to submit answers to questions contained in a standard questionnaire. Establishes certain questions that must be included in the questionnaire. Requires offerors to submit the questionnaire on an annual basis to be prequalified as responsible for projects by the procurement office. Provides that the information furnished in response to the questionnaire shall be available for public inspection and duplication.

RELATING TO NATURAL RESOURCES MANAGEMENT.

Establishes within the Department of Land and Natural Resources the visitor green fee program to collect a fee from visitors through an environmental license and allocate the revenue to protect, restore, and manage natural and cultural resources. Establishes the visitor green fee special fund. Establishes the Environmental Legacy Commission to make recommendations to the Board of Land and Natural Resources regarding the use of revenues in the special fund. Requires a report to the legislature, including a visitor green fee strategic plan. Appropriates funds.

RELATING TO ORGANIZATIONAL REPORTS.

Amends sections 11-322 and 11-333, Hawaiʻi Revised Statutes, to require the Campaign Spending Commission ("Commission") to publish on its website the names of candidate and persons who qualify as noncandidate committees who fail to file an organizational report or a corrected organizational report with the Commission.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Increases the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program. Adds purchasing of renewable energy systems as an eligible expense and clarifies that training on both new and existing manufacturing equipment is an eligible expense for the Manufacturing Development Grant Program.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Repeals the provision for farm dwelling and farm employee housing on Important Agricultural Lands and adopts a new provision for farm cluster housing as an incentive for the designation of lands as Important Agricultural Lands pursuant to chapter 205, Hawaiʻi Revised Statutes.

RELATING TO TRUCK BEDS.

Prohibits operation of a pickup truck with any passengers seated in the bed or load-carrying area unless in an emergency or an officially authorized parade caravan, or exhibition. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION.

Clarifies that a minor student's parent or legal guardian produce the required student records when transferring schools. Clarifies that emancipated minors may also produce the required student records when transferring schools. Clarifies that the transfer process is the same whether a transfer is within the same complex area or to another complex area. Clarifies that requirements do not apply to McKinney-Vento eligible students. (SD1)
