Authorizes the state fire council to employ additional staff, contract with any county fire department to fulfill staff positions, and purchase office equipment and supplies. Authorizes the Board of Land and Natural Resources to approve rental reductions or waivers for lease rentals on public lands that require substantial demolition or infrastructure improvement costs in order for the lessee to utilize the premises. Takes effect 12/31/2050. (SD1)
Amends the definition of "bicycle" for the purposes of county vehicular taxes, highway safety laws, and Statewide Traffic Code by adding and defining low-speed electric bicycles and requiring that an operator of a low-speed electric bicycle be at least 15 years of age. Effective 7/1/2050. (SD2)
Specifies that disclosure of communications by an agency to the ombudsman does not waive any existing attorney-client or attorney work-product privilege pertaining to those communications. Prohibits the ombudsman from disclosing privileged communications to others.
Creates a county education task force to establish a process for the transfer of jurisdiction over all public schools, including all state public education functions and funding, from the State to the county in which the public school is located. Requires report to legislature prior to the convening of the Regular Session of 2021. Effective 7/1/2050. (SD2)

Allows the Board of Land and Natural Resources (Board) to lease any existing state boating facility in its entirety, and fast lands and submerged lands within any existing state boating facility, by public auction, request for proposals, or direct negotiation for private development, management, and operation after making a finding that the lessee has met certain community involvement requirements. Clarifies that legislative approval is not required to award a lease. Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor. Takes effect on 12/31/2050. (SD1)
Clarifies the purpose of and inclusion of privately managed forests in the forest stewardship program and the conditions that must be met by applicants to receive funds under the program. Increases maximum payments from the forest stewardship fund available to landowners for assistance in developing and implementing an approved management plan. Effective 12/31/2050. (SD2)
