Establishes the Hawaii Airports Corporation (HAC)to assume the authority, functions, and duties of the DOT related to airports and aeronautics. Makes HAC subject to Chapters 103D and 104, HRS. Provides for project labor agreements. Appropriates funds for the transfer of functions from DOT to HAC. (SB666 HD2)
Authorizes the Chief Justice to designate circuit court judges, retired intermediate appellate judges, or retired supreme court justices to temporarily fill a vacancy on the Intermediate Court of Appeals. (SD1)
Authorizes the BLNR to extend the rental period or term of leases of public lands for commercial or industrial use upon approval of a proposed development agreement to make substantial improvements to the existing improvements as long as the length of any extension granted does not extend the original lease term by more than 40 years. Establishes causes of economic hardship for which BLNR may modify or eliminate any of the existing statutory restrictions, extend or modify the rental period, or extend the term of these leases and amends the conditions for BLNR's approval of any modification, elimination, or extension. Expands the authority of the Director of Transportation over required motor carrier vehicle inspections. Authorizes the Director of Transportation to adopt administrative rules related to fees. Effective 7/1/2050. (SD2)
Requires the Director of Public Safety, in the event of the death of an inmate who is in a state or contracted correctional facility, or death of a correctional facility or community correctional center employee, to provide a report to the Governor and Legislature with certain information regarding the death, subject to state and federal laws. Requires the collection and preservation of any human biological specimens if there is any indication of sexual assault leading to the death. (SB1077 HD2)
Requires the Department of Budget and Finance to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Budget and Finance to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive. Establishes and requires the Department of Budget and Finance to request funding every fiscal year for a specific budget line item for a public land trust reporting and accountability officer position.
