To establish the Hawaii airports corporation, which shall assume all of the authority, powers, functions, duties, and responsibilities of the department of transportation related to aeronautics and airports, including responsibility for the development, management, operation, and maintenance of the State's airports.
Proposes an amendment to article XI of the Hawaii State Constitution to include game animals on state lands as resources to be managed and conserved by the State and its political subdivisions.
Provides appropriations for collective bargaining cost items and other public employment costs for Unit (13) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit's exclusive representative for fiscal biennium 2019-2021.
Establishes automatic voter registration upon application for a driver's license or civil identification card, except when an applicant affirmatively declines on an application to register to vote. Requires the examiner of drivers to electronically transmit to the Office of Elections certain information associated with currently registered and newly registered voters. Requires accessibility of certain databases maintained or operated by the Department of Transportation or the counties.
Appropriates funds for the Judiciary for the fiscal biennium beginning 7/1/19, and ending 6/30/21. Effective 7/1/19.
Adjusts the proportion of conveyance tax revenues deposited into the Land Conservation Fund. Appropriates funds from the land conservation fund for resource land acquisition. Takes effect 12/31/2050. (SD1)

Establishes the Marine Life Conservation Special Fund. Authorizes the Department of Land and Natural Resources to collect nonresident user fees and require permits for entry into the boundaries of any marine life conservation district.
Allows a state department employee's designation of beneficiary form to be kept in the department where the employee is employed. Eliminates the requirement that the designation be a verified written statement. Takes effect on 1/1/2051. (SD1)
