Amends the membership of the State Capitol Management Committee and Hawaii Interagency Council for Transit-Oriented Development by replacing the Governor's Chief of Staff with the Administrative Director of the State.

Prevents re-licensing of previously violative entities, requires landowner consent to hemp growth on the land prior to licensure, and allows the Chairperson of the Board of Agriculture to limit the number of licenses allotted for proper program management.
Establishes the University of Hawaii Promise Program Plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in a bachelor's degree at the University of Hawaii who are (1) graduates of a University of Hawaii community college who received a Hawaii community college promise program scholarship; and (2) enrolled at any University of Hawaii campus. Appropriates funds to establish and implement the program.
Provides the President of the Senate and the Speaker of the House of Representatives the authority to jointly allocate and assign for occupation non-metered parking stalls and all office space at the state capitol except the fifth floor. Provides the Governor the authority to allocate office space on the fifth floor of the state capitol.
Allows counties to set their own minimum wage at a rate that is higher than the state minimum wage rate. Increases the minimum wage in the State to $15 per hour beginning 1/1/2020. Authorizes the Department of Labor and Industrial Relations to annually adjust the minimum hourly wage rate in accordance with the Honolulu Region Consumer Price Index beginning on 1/1/2021.
Establishes an interim construction financing program for qualified nonprofit housing trust organizations that develop affordable for-sale homes for Hawaii residents. Establishes a Self-Help Homeownership Housing Revolving Fund to provide loans to nonprofit housing development organizations for development of affordable homeownership housing projects under a self-help housing program.
Authorizes the Employees' Retirement System to recover overpaid benefit payments.
Requires that trial commence within 6 months in all criminal cases, pursuant to rule 48(b), (c), or (d) of the Hawaii rules of penal procedure, provided that any periods that delay the commencement of trial and are caused by court congestion shall be excluded from the computation of time. Excludes from the requirement certain traffic court cases and criminal cases involving abuse of a family or household member.
Establishes the State Highway Enforcement Program and related fund within the Department of Transportation. Establishes a parking violation surcharge to be imposed by courts in addition to other penalties and fines for parking violations on State highways.
Allows proposals to be submitted for concessions on public property. Establishes criteria for acceptance and awarding of proposals for concessions on public property. Specifies advertising requirements for bids or proposals and allows for online advertising. Requires that concession contracts be awarded by a procurement officer based on the rankings of a committee of a minimum of three individuals designated by the procurement officer to review and evaluate proposals from offerors. Requires that all persons involved in the review, evaluation, or awarding of concession contracts adhere to all requirements of ethical public procurement under section 103D-101, Hawaii Revised Statutes.
