Consolidates the application forms for motor vehicle driver's licenses and civil identification cards.
Broadens the purposes for which a county with a population equal to or less than 500,000 that adopts a surcharge on the state general excise tax, may use surcharge revenues.
Requires the department of land and natural resources to consider the advice and recommendations of the game management advisory commission in carrying out its duties and powers; adopting, amending, or repealing rules; and in its managements of game areas, wildlife sanctuaries, and public hunting areas.
Provides appropriations for collective bargaining cost items and other public employment costs for Unit (14) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit's exclusive representative for fiscal biennium 2019-2021.

Increases the state motor vehicle weight tax and deposits the money into the State Highway Fund by amending section 249-33, Hawaii Revised Statutes.
Authorizes a voter with special needs to request that a ballot be forwarded by electronic transmission at any time.
Clarifies that lands set aside to the Hawaii Housing Finance and Development Corporation by the Governor or leased to the Corporation by other State departments and agencies are exempt from the definition of "public lands."
Makes an exemption from tort liability for the State and counties arising from lifeguard services, except for gross negligence or wanton acts or omissions.
Establishes a task force to provide for the orderly transfer of jurisdiction over state highways to the county in which the highway is located, provided that the county has a population greater than five hundred thousand.
Repeal the requirement that each UH campus prepare an operations plan, to be reviewed by the President and VP for Budget and Finance and CFO of UH, for each fiscal year. Repeal the requirement that the moneys in the UH Tuition and Fees Special Fund for each UH campus to lapse to the credit of Program ID No. UOH900 (University of Hawaii, system wide support).
