Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.
Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.
Deems rental motor vehicle marketplace facilitators to be the lessors and operators for purposes of rental motor vehicle and tour vehicle surcharge tax under chapter 251, Hawaii Revised Statutes.
Establishes a requirement that persons under 21 years of age who use tobacco at a public school or public school function attend a tobacco education course. Persons under 18 years of age shall be accompanied to the course by their parent or guardian. Establishes a related fee.
Aligns the license renewal requirements with those of other professions and vocations. Removes the use of rates from comparable ports for rate increase petitions.
Allows a person who: is married to an active duty member in the military; accompanies his or her spouse on a permanent change of station to Hawaii; and holds a current, unencumbered license in another jurisdiction in specific professions to apply for licensure on an expedited basis in the State of Hawaii.
Establishes that whenever the infrastructure or equipment for electric utility service is required to be installed underground for affordable housing within an area that has been designated by a county as a transit-oriented development area, it shall be the responsibility of the electric utility company to install the infrastructure or equipment.
Establishes an income tax credit of $2,000 for each electric vehicle purchased by the taxpayer. Requires each state agency to purchase electric vehicles to replace existing vehicles as needed. Requires all vehicles used by state agencies to be electric vehicles by 2030.
Amends and expands the purpose of the $50,000,000 revolving sub-fund for state agencies and also includes the electrification of fleet vehicles.
