Repeal the requirement that each UH campus prepare an operations plan, to be reviewed by the President and VP for Budget and Finance and CFO of UH, for each fiscal year. Repeal the requirement that the moneys in the UH Tuition and Fees Special Fund for each UH campus to lapse to the credit of Program ID No. UOH900 (University of Hawaii, system wide support).

Requires the Hawaii Housing Finance and Development Corporation to award funds no later than 60 days after the deadline to file a consolidated application or no later than 60 days after the filing of a duly submitted consolidated application if no deadline has been established by the corporation.

Beginning January 1, 2022, requires that one hundred per cent of a state agency's light-duty motor vehicle purchases or leases be restricted to non fossil fuel powered vehicles, subject to specified exemptions. Provides for withholding of procurement funds if an agency violates this requirement. Authorizes citizen suits. Expands the State's existing electric vehicle charging infrastructure requirements for parking facilities.
Repeals the Building Energy Efficiency Revolving Loan Fund under the State Energy Office and creates a Clean Energy Revolving Loan Fund under the administration of the Hawaii Green Infrastructure Authority.
Exempts Hawaii Housing Finance and Development Corporation housing projects from any requirement to construct electric vehicle charging stations or infrastructure for the future construction of electric vehicle charging stations.
Directs HHA to submit to the legislature a comprehensive health plan that includes an all-payer model and a funding source for the unfunded liabilities of the employer-union health benefits trust fund. Amends the requirements for appointment to HHA. Appropriates funds to HHA for the hiring of an executive director and other staff and expenses necessary for the authority.
