Exempts applications for a class 1 manufacturer license on land designated as agricultural by state or county zoning laws if the majority of the agricultural products used in the manufacturing of the liquor are grown and produced in the State by the applicant from mandatory refusal provisions.

Proposes amendments to the Constitution of the State of Hawaii relating to the authorization of legislation governing the process by which executive reprieves, commutations, and pardons are submitted to and considered by the governor.
Provides liability protections for public and private landowners who expressly allow access and use of their land to practitioners of native Hawaiian traditional and customary practices. (SD1)

Amends the state ethics code to require candidates for state elective offices to disclose the name of clients assisted before state agencies. Requires the department of agriculture to conduct preclearance quarantine inspections prior to direct travel to or from the State. Appropriates funds to implement a preclearance quarantine inspection.
Establishes an income tax credit for locally produced, organic food. Exempts locally produced, organic food from the general excise tax.

Amends section 40-53(a), Hawaii Revised Statutes, to allow reissuance due to a non-received, lost, fraudulent, or altered payroll check to be assessed a $30 fee per check. (SD1)
Authorizes the state procurement administrator to hire an innovative project delivery officer and funds this position. Authorizes a ten-year pilot program creating an innovative project delivery partnership between the state procurement office and the office of public works under the department of accounting and general services. Requires the office to provide services to agencies state-wide on construction and innovative projects. (SD1)
