Establishes in the Department of the Attorney General a program responsible for issuing firearm qualification certifications to qualified law enforcement officers pursuant to the federal Law Enforcement Officers Safety Act of 2004 (Public Law 108-277), as codified at title 18 United States Code section 926C. Establishes the offense of unlawful shipment of tobacco products. Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective January 1, 2021. (SD1)
Adds the University of Hawaii to the list of agencies that are authorized to conduct criminal history record checks on current or prospective employees, including student employees and contractors and their employees, whose positions or duties are related to public safety.
Removes the statute of limitations for sex trafficking offenses.
Prohibits certain former State employees from representing certain interests in a legislative or administrative action before the State for twelve months after the termination of their employment. (SD1)
Updates the Hawaii Uniform Controlled Substances Act to make it consistent with amendments in the federal controlled substances law. (SD1)
Amends chapter 327, Hawaii Revised Statutes, relating to the medical and research use of bodies, and chapter 711, Hawaii Revised Statutes, relating to offenses against the public order, to clarify prohibited actions related to anatomical gifts. (SD1)
Protects elders and vulnerable adults from financial exploitation in relation to securities. (SD1)
Establishes a schedule of penalties for employees and holders of retail tobacco permits or persons registered to sell electronic cigarette smoking devices who illegally sell tobacco products and electronic smoking devices to persons under twenty-one years of age. (SD1)
Requires cost or pricing analysis for health and human services purchasing. Changes membership of the Procurement Policy Board. Authorizes purchasing agency heads, or their designees, to issue requests for statement of qualifications and to establish lists of qualified providers for treatment purchase of services. Increases the small purchase threshold for health and human services. (SD1)
