Makes it clear that the police may grant applications to acquire firearms to lawful permanent resident aliens and United States Nationals.
Transfers for administrative purposes only the Commission for National and Community Service from the University of Hawaii to the Department of Business, Economic Development, and Tourism. Adds a representative from each county mayor?s office to the commission and a representative of the volunteer sector. Also changes meeting requirements from quarterly to twice annually.
Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor for failing to register under chapter 237D and replacing it with a fine structure and to make various technical amendments.
Establishes automatic voter registration upon application for a driver's license or civil identification card, except when an applicant affirmatively declines on an application to register to vote. Requires the examiner of drivers to electronically transmit to the Office of Elections certain information associated with currently registered and newly registered voters. Requires accessibility of certain databases maintained or operated by the Department of Transportation or the counties.
Includes in the kupuna caregivers program kupuna caregiver-directed services. Includes financial management service provider and additional duties for the coach. Allows for qualified caregivers to work less than 30 hours per week during a declared state of emergency. Effective 7/1/2050. (SD2)

Authorizes the director of labor and industrial relations to prohibit the operation of pressure retaining items, amusement rides, and elevators and kindred equipment if inspection fees or fines are not paid timely. Deletes the boiler and elevator fee schedule. Defines "amusement ride", "permit to operation", and "pressure retaining item". Replaces "boiler, pressure items" with "pressure retaining items" throughout chapter 397, Hawaii Revised Statutes. (SD1)
