Authorizes the governor and the mayors to establish lesser petty misdemeanor offenses and violations during emergency periods, including non-criminal infractions; and establishes a more expeditious system for the processing of these infractions to reduce the burden on the court system. Establishes a regulatory structure for common interest agricultural communities on lands classified as agricultural. Specifies requirements for development, creation, registration, governance, and management of common interest agricultural communities. Requires county approval of proposed common interest agricultural community projects. Prohibits approval for condominium property regimes created under chapter 514B, Hawaii Revised Statutes, on lands classified as agricultural.
Authorizes the Hawaii Health Authority to continue planning for the adoption of a universal, publicly-administered health-care-for-all insurance model with a single payout agency. Establishes a rate stabilization reserve fund for the Hawaii Employer-Union Health Benefits Trust Fund. Transfers funds from the other post-employment benefits trust fund to the rate stabilization reserve fund. Makes appropriations.
Amends paragraph (4) of section 237D-6.5(b), Hawaii Revised Statutes, and reenacts it in its current form on July 1, 2023.
Establishes a five-mile airport hazard area for prevention of potentially hazardous conditions that may be caused by certain land uses or actions. Requires state and county agencies to coordinate land uses and permit approvals with the Hawaii Department of Transportation for land located in the airport hazard area.
Clarifies that a valid commercial marine vessel license shall satisfy the commercial marine license requirement for all persons taking marine life for commercial purposes aboard a validly licensed vessel. Requires any person who provides fishing charter services to obtain a commercial marine license.
Clarifies that candidates do not need to file preliminary general reports if they are either unsuccessful in the primary election and do not intend to remain politically active until after the general election or are elected to office in the primary election. Amends the aggregate contribution and expenditure amounts that trigger the requirement for a candidate or noncandidate committee to file only the final election period report. (HD2)
Requires that claimants seeking to quiet title of kuleana land and original land titles that are land commission awards with a royal patent of confirmation which are based on claims to a right to the land before 1848 shall own more than fifty per cent of the land. Requires that the plaintiff bear the costs associated with resolving quiet title disputes. (SD1)
Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the victim-witness assistance program. (SD1)
Incorporates a regenerative framework into the State Planning Act by establishing objectives and policies for the visitor industry. (SD1)
