Amends section 311-2, Hawaii Revised Statutes, to remove the Governor from the Education Commission of the States and add the executive director of the Hawaii state public charter school commission. (SD1)

Clarifies applicable reimbursement to the State or a defendant for expert witness fees, as it pertains to testimony, preparation, and in-court attendance in state court criminal proceedings.
Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund for redevelopment of the department of Hawaiian home lands property located at 820 Isenberg street, Honolulu, Hawaii, for rental housing for native Hawaiian beneficiaries.
Updates the cost valuations of work on buildings for the work to qualify for an exemption from chapter 464, HRS, relating to the regulation of the practices of professional engineering, architecture, land surveying, and landscape architecture.
Establishes certain disclosure and labelling requirements for food, products, and dietary supplements containing kratom. Prohibits the distribution and sale of kratom products to minors. Imposes civil and criminal penalties for violations. Effective 1/1/2023.
Requires hunting licensees who own, harbor, possess, or utilize dogs for hunting to comply with mandatory microchip identification requirements. Authorizes the Department of Land and Natural Resources to issue hunting dog breeding licenses to persons, including hunting licensees, and adopt administrative rules, including appropriate limits on breeding. Imposes penalties.
Creates the environmental and economic development revolving loan fund under the administration of the Hawaii Green Infrastructure Authority. Allows property owners to finance qualified improvements through a non-ad valorem property assessment. Appropriates funds.
Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property.
Provides appropriations for collective bargaining cost items for the members of Unit (3) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal year 2022-2023.
Abolishes Kalawao County and incorporates the area into Maui County.
