Creates a one-time income tax refund for resident taxpayers that shall be refunded to implement the provision of article VII, section 6, of the Constitution of the State of Hawaii.

Exempts the State, and its departments and agencies, from county stormwater user fees. Prohibits a county from denying services to the State or its departments and agencies by reason of nonpayment of user fees.
Repeals the sunset date of Act 14, Session Laws of Hawaii 2020. Amends section 141-43, Hawaii Revised Statutes, to clarify that the Department of Agriculture shall adopt rules to effectuate the purpose of its authority under chapter 141, part III, Hawaii Revised Statutes, and to extend the date through which the department's interim rules shall remain in effect.
Makes Juneteenth Day a state holiday.
Adds, amends, and re-organizes sections in chapter 342D, Hawaii Revised Statutes, to include wetlands in the definition of State waters; clarifies the Director of Health's responsibility as a certifying agency; and increases maximum statutory civil penalties to match the amounts of federal penalties and the state penalty in section 342B-47(d), Hawaii Revised Statutes.
Authorizes the respective counties to impose and collect fines for violations of the Statewide Traffic Code, in addition to the fines imposed by the State under Chapter 291C, HRS.
Appropriates $5,000,000 in general funds for fiscal year 2022-2023 for deposit into the affordable homeownership revolving fund.
Requires health insurers to include, as a benefit, fertility preservation procedures for men and women of reproductive age who have been diagnosed with cancer and whose cancer or cancer treatment may adversely affect their fertility.
Amends section 11-410, HRS, by: amending subsection (b) to provide that a person waives the right to a contested case hearing if the person fails to request a contested case hearing within twenty days of receipt of the Campaign Spending Commission’s preliminary determination; and amending subsection (d) to provide that a final order of the Commission may be filed in the First Circuit Court for confirmation as a civil judgment, enforceable and collectible as any other judgment issued in the circuit courts.
Makes the new construction of affordable housing eligible for exemption from environmental impact statement and environmental assessment requirements if it meets certain requirements.
