Repeals section 46-19.8, Hawaii Revised Statutes, to allow the counties to determine the proper requirements for residential fire sprinkler systems.
Clarifies that any provision in a private agreement contained in a conveyance of land recorded on or before 7/8/2003 that have since expired but have not been renewed and recorded in the bureau of conveyances are prohibited from restricting bona fide agricultural uses and activities on agricultural land.

Allows departments and agencies time to comply with Employees' Retirement System reporting standards based on when final specifications are provided by the Employees' Retirement System.
Increases the penalties for bribery under certain circumstances. Amends the offense of obstruction of justice to include obstruction by force, threat of force, coercion, fraud, or deception.
Clarifies that each county may, by ordinance, designate certain sections of county highways as areas in which stopping, standing, or parking vehicles is prohibited or restricted.
