Consolidates the survey and certification requirements for the research activities tax credit. Requires the certification based on the date a complete application is received subject to certain conditions. Adds a cap for an eligible taxpayer and the taxpayer's related entities.
Makes permanent Act 197, Session Laws of Hawaii 2021, which excludes housing developed by the Department of Hawaiian Home Lands from school impact fees.
Provides appropriations for collective bargaining cost items for the members of Unit (10) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.
Repeals the minimum age requirement for individuals who become an Employees' Retirement System member after 6/30/2012, and who have at least 25 years of credited service.
Exempts parking lot operations at state parks and operation of concessions at certain state parks from the bidding requirements for concessions operating on public property.
Repeals section 328J-11.5, Hawaii Revised Statutes.
Allows government agencies to publish public notices on their official websites as an alternative to publishing them in the newspaper.
Authorizes the renewal of driver's licenses online or by electronic or digital means.
