RELATING TO RIGHT OF ENTRY FOR PROFESSIONAL SURVEYORS.

Authorizes professional land surveyors, and any assistant under the direct supervision of the professional land surveyor, to enter any private property to perform land surveying, subject to certain provisions regarding notice, objections, and identification. Shields professional land surveyors and their assistants from prosecution under criminal trespass laws when performing their duties. (CD1)

RELATING TO PUBLIC TRANSIT.

Establishes the offense of interference with the operation of a public transit vehicle. Makes clarifying and conforming amendments to the offense of interference with the operator of a public transit vehicle. (CD1)

RELATING TO THE HAWAII EMPLOYMENT SECURITY LAW.

Creates the Unemployment Insurance Technology Special Fund to be funded by an unemployment insurance technology assessment at a rate of a .01 per cent of taxable wages to support the information technology operating and maintenance expenses for the payment of benefits and contributions under Hawaii's employment security law. RELATING TO LICENSES TO SOLEMNIZE MARRIAGES.

Establishes a standard license to solemnize marriages, valid for one year from the date of issuance. Establishes a short-term license to solemnize marriages, valid for sixty days from the date of issuance. Establishes a fee of $100 per year for the issuance of a standard license. Establishes a fee of $25 per sixty-day period for a short-term license. Specifies in what amount and to which fund license fees shall be deposited. (CD1)

RELATING TO THE PRACTICE OF BEHAVIOR ANALYSIS.

Reinstates the exemption from the behavior analyst licensing requirements for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Expands the exemption for registered behavior technicians to implement applied behavior analysis services under the direction of a licensed psychologist. Reinstates the exemption from the behavior analyst licensing requirements for individuals who implement applied behavior analysis services to participants in the Medicaid home and community-based services waiver program. Requires the Department of Education to report to the Legislature on the implementation of Medicaid reimbursements for applied behavior analysis services. (CD1)

RELATING TO EDUCATIONAL HEALTH SERVICES.

Replaces the term "school health aides" with "school health assistants" to reflect recent changes to the job title. Allows the administration of medication to public school students by school health assistants with the approval of a health care professional within the Department of Education, Department of Health, or a health care service pursuant to a written agreement with the Department of Education. RELATING TO FRAUD.

Establishes the offense of fraud as a class B felony. Establishes the offense of making a false, fictitious, or fraudulent claim against the State or a county as a class C felony. Establishes the offense of the use of false statements or entries in matters within the jurisdiction of the executive, legislative, or judicial branches of the State as a class C felony. (CD1)

RELATING TO THE STATE FIRE COUNCIL.

Adds to the membership of the State Fire Council, and to the membership of advisory committees that the Council may appoint, representatives from the Hawaii State Aircraft Rescue Fire Fighting Unit and the Division of Forestry and Wildlife of the Department of Land and Natural Resources to reflect all nonfederal fire fighting agencies in the State. (CD1)
