Provides one-time grants-in-aid to the respective ethics boards of the counties of Kauai, Maui, and Hawaiʻi, and to the Ethics Commission of the City and County of Honolulu. Takes effect 01/01/3000. (SD1)

Clarifies that each county may, by ordinance, designate certain sections of county highways as areas in which stopping, standing, or parking vehicles is prohibited or restricted.
Expands the authority of the State and the counties and develops funding to begin utilizing managed retreat as an option for voluntarily moving residential development and associated infrastructure away from critically vulnerable areas to locations outside of sea level rise and coastal flooding exposure areas, including through a pilot program on the North Shore of Oahu.
Adds to the State Building Code Council a voting member representing the Hawaiʻi Emergency Management Agency.
Authorizes the renewal of driver's licenses online or by electronic or digital means.
Imposes a statewide limitation on consumer fireworks, except by permit for cultural events.
Establishes the Hawaiʻi Opportunity Probation with Enforcement Program for each county with a population greater than five hundred thousand to be administered by the Judiciary. (SD1)
Clarifies that any person, corporation, or entity is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals the landlord exclusion. (CD1)
Clarifies the allowable revenues to be deposited into the Executive Office on Aging Administrative Claiming Special Fund and the purposes for which the fund may be used. (CD1)
Authorizes the Board of Land and Natural Resources to place a lien on property for noncompliance with certain administrative enforcement actions related to land use violations and certain unauthorized structures encroaching on public lands. (CD1)
