Authorizes the Department of Human Services to conduct comprehensive background checks on current and prospective employees, volunteers, and contractors and contractor's employees and volunteers, in positions that require them to be in close proximity to minors and young adults receiving child welfare or child abuse prevention services, or vulnerable adults receiving adult protective services, social services, or certain other benefits and services from the department. Makes non-substantive conforming amendments to sections 345-2.5 and 846-2.7, Hawaiʻi Revised Statutes. Effective upon approval.

Allows the Director of Transportation to upgrade the motor carrier vehicle inspections in the State by authorizing changes to the program to be implemented by administrative rules.
Defines "direct recording electronic voting system", "marksense ballot voting system", and "mechanical tabulation system". Amends the definition of "electronic voting system" to include the mechanical tabulation system and marksense ballot voting system. Specifies additional requirements and procedures with which the Chief Election Officer must comply when using an electronic voting system, including procedures for conducting the post-election, pre-certification audit.
Prohibits a legislator or public employee from naming, appointing, or hiring a relative for public employment. Prohibits a legislator or public employee from supervising a relative in public employment. Prohibits a legislator or employee from awarding a contract to a relative.
Exempts certain groceries, feminine hygiene products, incontinence products, and over-the-counter drugs from the general excise tax.
Establishes a state boating facility lease pilot program within the Department of Land and Natural Resources (Department). Clarifies that a private partner under lease or contract with the Department may assist with development, management, and maintenance of a state small boat harbor.
Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.
Amends section 201-13.8, Hawaiʻi Revised Statutes, to allow the Department of Business, Economic Development, and Tourism to collect and analyze employer information and data.
Amends section 141-14, Hawaiʻi Revised Statutes, to rename the Industrial Hemp Special Fund as the Hemp Special Fund and allow the fund to be utilized for the Department of Agriculture's responsibilities regarding hemp under part III of chapter 141, Hawaiʻi Revised Statutes.
Amends land use classifications to add taro lands to unique agricultural lands. Requires retention of supporting structures for taro fields. Adds growth and perpetuation of taro and crops native to Hawaiʻi to agricultural planning policies.
