Appropriates funds to the Hawaiʻi Community Development Authority for statewide planning, designing, and constructing of various transit-oriented development projects identified in the state strategic plan for transit-oriented development. Authorizes the Hawaiʻi Community Development Authority, with the approval of the Governor, to delegate to other state departments or agencies implementation authority of certain projects. Effective 6/30/3000. (HD1)
Specifies that boards subject to the open meetings law shall allow oral testimony on any agenda item at the beginning of the board's agenda or meeting, provided that oral testimony shall not be limited to the beginning of a board's agenda. Specifies an exception for the legislative body of each county.
Provides appropriations for collective bargaining cost items for the members of Unit (4) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2023-2025.
Adjusts the Department of Education's small purchase threshold to require no less than three quotes for purchases of goods, services, and construction between $5,000 to less than $15,000, and to require no less than three written quotes for purchases of goods and services between $15,000 to less than $100,000 and for purchases of construction between $15,000 to less than $250,000. Exempts the Department of Education from the electronic procurement system requirement for purchases of goods and services less than $100,000 and for purchases of construction less than $250,000.
Appropriates funds to the Hawaiʻi Climate Change Mitigation and Adaptation Commission to address impacts of climate change and to mitigate further impacts on the State through carbon sequestration and resiliency planning. Allocates funds to the sea level rise voluntary relocation fund. (SD1)
Amends section 11-342, Hawaiʻi Revised Statutes, to increase transparency by requiring candidate committees and noncandidate committees to file fundraiser notices regardless of the price or suggested contribution for attending the function.
Prohibits state and county elected officials from soliciting and accepting campaign contributions during any regular session or special session of the state legislature, including any extension of any regular session or special session and any legislative recess days, holidays, and weekends.
Establishes the Hawaiʻi Educational Expenditure Trust Fund as a separate fund of the Department of Education for improving the education of, and supporting the programs benefiting, the students of the Hawaiʻi public school system.
Increases the marriage license fee from $60 to $100. Increases the compensation for a marriage license agent from $9 to $15 per license. Authorizes deposits of marriage license fees into the Vital Statistics Improvement Special Fund. Adjusts the distribution of the marriage license fee among various domestic violence prevention special funds. Effective 12/31/2050. (SD1)
