Exempts parking lot operations at state parks and operation of concessions at certain state parks from the bidding requirements for concessions operating on public property.

Adds additional circumstances in which family courts may expunge juvenile arrest records.
Adds new tax credit for teacher's expenses. Adds an inflation index for the income tax brackets, personal exemption amount and standard deduction amounts. Increases the amounts for the income tax brackets, personal exemption amount and standard deduction amounts for tax year 2023. Increases the adjusted gross income amounts for the qualification of low-income credits. Increases the amount of the credits that assist working families.
Adds a new section to chapter 708, Hawaiʻi Revised Statutes, to establish the class C felony offense of government fraud.
Expands application of the State's sunshine law to legislatively appointed bodies, including task forces, working groups, special committees, and select committees. Requires the senate and the house of representatives to hold public hearings on a biennial basis to solicit professional and public feedback on how chamber rules can better effectuate the intent of the State's sunshine law.
Establishes as null and void, any nondisclosure, confidentiality, or non-disparagement clause in any agreement entered into by any government agency, that prohibits employees of the government agency or other parties from disclosing to the public certain information pertaining to the Red Hill Bulk Fuel Storage Facility. Declares as null and void, the 2023 Consent Order pertaining to the defueling and closure of the facility, proposed to be entered by the United States Environmental Protection Agency (EPA), Navy, and Defense Logistics Agency (DLA). Requires the EPA, Navy, DLA, and the State department of health to enter into a new consent order in conformance with certain requirements pertaining to transparency. Establishes that any person who discloses information on threats to public safety arising out of or related to the Red Hill Bulk Fuel Storage Facility shall be protected by all relevant existing laws.
Establishes the office of the public advocate. Establishes rights for members of the public with respect to the conduct and operation of the legislature and its members. Specifies procedures for the investigation and reporting of alleged violations of the rights.
Expands exclusions to the definition of "development" for purposes of special management areas to reduce the need for special management area permits for certain activities.
This housekeeping measure addresses potential deficiencies in Act 312, Session Laws of Hawaiʻi 2022, which established a three-year cover crop reimbursement pilot program to provide up to 75 per cent cost reimbursement to farming operations in the State for the acquisition of cover crop seeds, green manure, or compost to incentivize such practices.
Authorizes the department of transportation airports division to demand and collect reimbursement from any airport contractor, tenant, or user for the entire amount of fines and penalties levied for the violation of federal, state, or county laws related to environmental protection or the United States Department of Homeland Security. Allows the department of transportation airports division to enter into a capital advancement contract with a private party for certain public improvement or construction projects at Hawaiʻi's airports under certain circumstances.
