Establishes a working group to develop a plan that creates an educational pathway in the University of Hawaiʻi community college system that equips interested students with the necessary entry level knowledge, skill set, expertise, and advancement potential in the field of meat processing. Requires a report to the Legislature twenty days before the Regular Sessions of 2025 and 2026.

Beginning on 7/1/2024, requires that the state supplemental payment for type 1 adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes not exceed $1,136. Beginning on 7/1/2024, requires that the state supplemental payment for type II adult residential care homes not exceed $1,334.
Requires the Department of Human Services to amend its rules, policies, and plan amendments necessary to ensure that medically necessary services, including applied behavior analysis services, for individuals twenty-one years of age or older with neurodevelopmental disorders, including autism spectrum disorder are covered under the state's medical program. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires the Department of Education to submit annual reports to the Legislature on prior attendance at early learning programs for students entering kindergarten. Repeals standardized assessment requirements for students entering kindergarten.
Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters.
Provides that the Hawaiian language college revolving fund may include moneys from any revenue source. Provides that the fund and the Hawaiian early learning trust fund shall support the Imiloa astronomy center. Establishes a cap on individual deposits into the Hawaiian language college revolving fund and the Hawaiian early learning trust fund.
Clarifies that the Director of Human Resources Development shall not hold the position of Chief Negotiator of the State.
Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts and provide basic housing allowance.
Requires the Hawaiʻi Emergency Management Agency to develop and implement a statewide internet and mobile phone-based hazard tracking system that includes notifications, warnings, maps, weather, and related resources about various hazards in the State. Requires a report to the Legislature.
Requires the Hawaiʻi Emergency Management Agency, in collaboration with the county emergency management agencies, to conduct a study researching the effectiveness of using distinct sounds or tones emitted by outdoor warning sirens to warn the public of different types of emergencies and indicate whether evacuation is necessary. Requires a report to the Legislature before the 2025 Regular Session.
