RELATING TO HEALTH CARE.

Establishes the Rural Health Task Force within the Department of Health to make recommendations on registered nurse recruitment and retention in rural areas of east Maui, Molokai, and Lanai.

Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. RELATING TO THE CESSPOOL CONVERSION FINANCIAL ASSISTANCE PILOT PROGRAM.

Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Makes an appropriation.

RELATING TO CESSPOOLS.

For taxable years beginning after 12/31/2024, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the director of health, or connecting to a sewerage system. Sunsets 12/31/2029.

RELATING TO SOCIAL SERVICES.

Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds.

RELATING TO THE ESTABLISHMENT OF A HEMP TASK FORCE.

Requires the Department of Agriculture and Department of Health to jointly convene a Hawaiʻi Hemp Task Force to inform public policy and identify methods and actions to best support agriculture and build a hemp industry to support rural economic development in the State. Repeals 7/1/2025.
