RELATING TO PROCUREMENT.

Allows two or more separate entities to submit single joint offers in response to a solicitation. Allows purchasing agencies to award single contracts to two or more separate entities that submit joint offers. Requires the Procurement Policy Board to adopt rules that establish procedures for joint offers and contract awards to joint offerors. (HB1963 HD1)

RELATING TO HOUSING VOUCHERS.

Authorizes the Hawaii Housing Finance and Development Corporation to establish a housing voucher program for full-time classroom teachers employed by the Department of Education or by a public charter school. (HB2166 HD1)

RELATING TO HUMAN SERVICES.

Appropriates funds to DHS to restore basic adult dental benefits to Medicaid enrollees. Requires DHS to obtain the maximum federal matching funds available for this expenditure. (HB2152 HD1)

RELATING TO INCARCERATED PARENTS.

Requires the establishment of a pilot visitation center for children of incarcerated parents at one or more correctional facilities in the State and a plan for visitation centers at all state-operated correctional facilities. Appropriates funds to the Department of Human Services to work with other stakeholders to implement this Act. (HB2160 HD1)

RELATING TO HAWAII FILM STUDIOS.

Amends §235-17, HRS, to apply to qualified production costs incurred for post-production activities and services performed in Hawaii film studios. Effective 12/31/2018.

RELATING TO HOMELESSNESS.

Establishes the Hale Kokua Project, a homeless assistance pilot project under the Hawaii Housing Finance and Development Corporation, to provide incentives and assistance to City and County of Honolulu private homeowners who set aside existing dwelling units, or construct new or improve existing dwelling units, for rent to homeless families or individuals for a five-year period. Establishes an advisory Homeless Housing Assistance Coordinating Committee. Requires interim and final reports to the Legislature. (HB2409 HD1)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Clarifies the definition of "bicycle" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" to the laws and defining low-speed electric bicycles. Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle." Prohibits low-speed electric bicycle riding on all sidewalks. (HB2499 HD1)

RELATING TO PUBLIC SAFETY.

Requires individuals who are denied a firearm permit or disqualified from firearms and ammunition ownership or possession to voluntarily surrender their firearms and ammunition to the chief of police within forty-eight hours of receiving notice of disqualification. (HB2228 HD1)

RELATING TO HEALTH INSURANCE.

Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, by prohibiting health insurance entities from imposing a preexisting condition exclusion and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions.
