Promotes the space industry in Hawaii by creating a Multinational Lunar Architecture Alliance to provide recommendations and guidance for the establishment of an evolvable lunar architecture on the Big Island of Hawaii and to plan a development summit.

Amends the definition of provider agency for homelessness services to include nonprofits that accept funds without a contract. Requires annual reports of providers' effectiveness.
Prohibits persons licensed to provide professional counseling from engaging in, attempting to engage in, or advertising sexual orientation change efforts on persons under 18 years of age.
Requires an affidavit on an application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless a voter affidavit is complete or declined. Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter.
Establishes a student exchange program compact between the University of Northern Philippines or Ilocos Sur Community College, or both, and the University of Hawaii school of travel industry management. Requires reports to the Legislature.
Establishes a Center for Women in Technology within the University of Hawaii, Department of Information and Computer Sciences.
Requires adult family boarding homes and private homes that provide healthcare to the elderly or disabled to be licensed by the Department of Health. Establishes fines for operating an adult residential care home, adult family boarding home or private home that provides healthcare to elderly or disabled individuals who are unrelated to the caregiver family by blood, marriage, or adoption, or hospice home without a license.
Amends article II of the state constitution to provide for recall.
Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula.
