RELATING TO AGRICULTURAL BUILDINGS.

Grants county agencies the implicit right to enter property to investigate agricultural buildings and structures for violations of and compliance with building code exemption qualifications.

RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier to provided notice to county agencies when subdividing and leasing agricultural land. Grants county and state agencies the implicit right to enter property to investigate for violations of and compliance with agricultural subdivision and lease qualifications.

RELATING TO EDUCATION.

RELATING TO THE OFFENSE OF ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Establishes that the offense of abuse of a family or household member is a petty misdemeanor with a jail sentence of no less than forty-eight hours and no more than thirty days. Establishes that for a second offense that occurs within five years of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony. Allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires that court ordered domestic violence intervention programs include anger management training. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, and convictions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 06/30/20.

RELATING TO LAKE WILSON.

Appropriates moneys to the Agribusiness Development Corporation for a study to be conducted in cooperation with the United States Army Corps of Engineers on the merits of acquiring Lake Wilson dam and spillway to upgrade the dam and develop pumped-storage hydroelectricity. Requires federal matching funds.

RELATING TO ELECTIONS.

Requires the office of elections: (1) beginning with the primary election in 2018, to implement election by mail in a county with a population of fewer than 100,000; and (2) beginning with the 2020 primary election, implement election by mail in each of the other counties for all elections. Establishes an elections by mail system, including requirements for ballots, replacement ballots, deficient return of ballots, ballot counting, voter service centers, places of deposit, and election expenses and responsibilities. Establishes procedures for postponed elections. Makes conforming amendments to provide for an elections by mail system. Clarifies that election by mail voters can request that their ballots be temporarily forwarded to another address in or outside of the State for a single election or a primary or special primary election and the election immediately following it. Appropriates funds for the implementation and administration of the elections by mail program. Requires the office of elections to submit annual reports to the legislature from 2018 to 2023 regarding implementing the elections by mail program.

RELATING TO HOMELESSNESS.

Establishes the homelessness fund. Increases the conveyance tax and directs revenues towards experimental or demonstration housing projects administered by HFCD and by HPHA and homeless facilities and programs administered by DHS.

RELATING TO HOMELESSNESS.

This Act instructs DLNR to create a stay-for-work program which provides homeless individuals and families with legal campsites at parks in exchange for their volunteer services maintaining park grounds.
