Requires the department of agriculture, in coordination with the office of planning, to prepare and periodically update the agricultural functional plan to include among other agricultural economic updates, seafood sustainability that expands the State's priority on food by including wild seafood as a viable food source. Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program. Increases the administrative and criminal penalties for violating the Hawaii pesticides law. Appropriates moneys. Effective 7/1/2050. (HD2)
Grants exclusive original jurisdiction in matters of divorce to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before completing a divorce. Effective 7/1/3021. (HD1)
Allows an organization to qualify for grants under chapter 42F, Hawaii Revised Statutes, if the organization is registered with the department of commerce and consumer affairs and in possession of a valid certificate of vendor compliance issued by the State. Effective 7/1/2050. (HD1)

Extends the authorization to issue special purpose revenue bonds to assist MauiGrown Coffee, Inc., with the operation and expansion of its farm and mill.
Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes. Takes effect 1/1/2022.
