Specifies that until the department of health establishes the clean and sober homes registry, group living facility operators shall be permitted to operate upon providing notice of operation to the applicable county.

Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues. Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy. Exempts community meetings from certain requirements. Requires the Board of Education to video record community meetings and make video recordings available. (SD1)
Establishes $ as the Office of Hawaiian Affairs' pro rata share of the public land trust. Transfers $ less certain funds to the Office of Hawaiian Affairs for underpayment of the public land trust funds for 7/1/2012 to 6/30/2019. Requires the Director of Finance to make up the difference between a specified minimum amount and an amount of public land trust receipts from an agency to the Office of Hawaiian Affairs by transferring the difference into the carry-forward trust holding account. Requires the Department of Land and Natural Resources to provide an annual accounting of receipts from lands described in section 5(f) of the Admission Act. Establishes a committee to recommend the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually. Appropriates funds. (SD1)
Specifies that ten per cent of the moneys in the Hawaii tobacco settlement special fund shall be appropriated to the executive office on aging for purposes of the kupuna care program and the kupuna caregivers program. (SD1)

Requires the department of land and natural resources to develop a state 2030 natural resources conservation goal action plan and allocates one per cent of the revenues of the transient accommodations tax for deposit into the special land and development fund to be used for the development, submission, and evaluation of progress of the action plan. Requires rental motor vehicle lessors to incorporate zero-emission vehicles into their fleets. Creates a Hawaii zero-emissions vehicle infrastructure special fund and grant program to promote development of zero-emission vehicle infrastructure. Effective 1/1/2020. (SD1)
Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. Takes effect 1/1/2051. (SD1)
