RELATING TO SCHOOL IMPACT FEES.

Repeals the school impact fee exemptions for nonresidential development and housing subject to the transient accommodations tax when seeking development in a designated school impact district requiring county subdivision approval, county building permit, or condominium property regime approval of the project. RELATING TO FOOD SAFETY.

Requires the University of Hawaii College of Tropical Agriculture and Human Resources to partner with the Hawaii agriculture community to establish a food safety certification training program to provide assistance to small- and medium-sized farms in obtaining a United States Department of Agriculture Good Agricultural Practices certification or an equivalent certification. MAKING AN APPROPRIATION FOR THE DEPARTMENT OF EDUCATION TO STUDY THE FEASIBILITY OF COMBINING THE RESOURCES AND ORGANIZATION OF THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES WITH THE DEPARTMENT OF EDUCATION ON THE ISLANDS OF KAUAI, MAUI, MOLOKAI, LANAI, AND HAWAII ISLAND.

Appropriates funds for the Department of Education to determine the feasibility of combining the resources and organization of the Department of Accounting and General Services with the Department of Education on the islands of Kauai, Maui, Molokai, Lanai, and Hawaii island. RELATING TO STATE PLANNING.

Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act. Appropriates funds for costs associated with researching, compiling, and submitting the status report on the lei of green policy, including (1.0) FTE temporary planner position within the Office of Planning. RELATING TO BIOSECURITY.

Creates the invasive species rapid response special fund. Adds 10 full-time equivalent (10.0 FTE) positions to the Department of Land and Natural Resources per the Hawaii interagency biosecurity plan. Adds 4 full-time equivalent (4.0 FTE) positions to the Department of Agriculture and requires the Department submit a report to the Legislature. RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every 36 months. Exempts mandatory health care coverage from impact assessment report. Effective 7/1/2050. (SD2)
