Requires the Insurance Commissioner to set the maximum wholesale prices of common prescription drugs based upon Canadian price regulations. Prohibits drug makers and distributors from removing prescription drugs from Hawaii markets. Prohibits various health plans and pharmacies from purchasing prescription drugs in excess of the maximum wholesale price.

Increases the amount of the exemption from attachment or execution of real property that is owned by any individual who is not delinquent on income taxes, real property taxes, or mortgages; and a motor vehicle. Exempts one month of child support and spousal support from attachment or execution.
Requires the department of health to periodically update its cocomposting rules. Requires department of health to establish a multi-tiered registration and permitting system for composting facilities. Allows composting and co-composting in agricultural districts. (SD1)
Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Requires the auditor to conduct impact assessment reports.

Adds a permanent commercial driver's license disqualification for a commercial driver's license or commercial learner's permit holder who is convicted of a felony involving severe forms of trafficking in persons, without the possibility of reinstatement. (CD1)
Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health. Requires the transfer to be completed no later than 12/31/22. Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of the transition. Authorizes the department of health to conduct long-term care and substance abuse treatment at Leahi hospital and Maluhia and to pay rent for the use of the Leahi hospital property. Requires the department of health to consult with the University of Hawaii regarding programs at Leahi hospital and Maluhia. Clarifies the rights, powers, and exemptions of the Oahu regional system board during the transition period of the Oahu regional health care system into the department of health and the rights and powers of the department of health after the transition is completed. Establishes a working group. Appropriates moneys from the mental health and substance abuse special fund. Appropriates moneys from the funds received by the State of Hawaii from the American Rescue Plan Act of 2021, Public Law 117-2 (Section 9901). (CD1)
Establishes sentencing guidelines for highly intoxicated drivers. Requires that ignition interlock devices be installed on all vehicles operated by a person upon license revocation. Increases the license revocation period and extends the applicable lookback periods. Amends the penalties for operating a vehicle under the influence of an intoxicant. (CD1)
Requires all moped and motor scooter rental companies to ensure that mopeds and motor scooters are equipped with flags and that riders wear safety helmets, subject to certain circumstances. Amends the definition of motor scooter. Prohibits the rental of any moped or motor scooter with aftermarket modifications. (CD1)
Requires members of the charter school commission to collectively possess experience and expertise in various fields. Clarifies authorizer compliance requirements in cases of an appeal. (CD1)
