RELATING TO TAXATION.

Extends the period in which a county may adopt a surcharge on state tax, under certain conditions. Authorizes the use of county surcharge revenues for affordable and workforce housing infrastructure. Effective 7/1/2050. (SD2)

RELATING TO THE COUNTIES.

Requires that each county, other than the county of Kalawao, require the county agency responsible for enforcing its respective building code to be accredited by the International Accreditation Service.

RELATING TO MEDICAL CANNABIS.

Prohibits an employer from discriminating against a person based on the person's status as a medical cannabis cardholder or a registered qualifying patients' positive test result for cannabis, under certain conditions. Specifies that an employer may use a fit-for-duty test as a tool for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations. Effective 7/1/2050. (SD1)

RELATING TO PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by July 1, 2024. Increases the composition of the board of psychology to include two school psychologists.

RELATING TO ALCOHOL.

Expands the definition of "beer" to specify an alcohol by volume of no less than 0.5 per cent and to include alcoholic seltzer beverages. Effective January 1, 2022. (SD1)

RELATING TO PANDEMIC RESPONSE.

Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act, for the purchase and distribution of personal protective equipment, industrial hygiene products, and coronavirus disease 2019 tests to state departments and attached agencies. PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO REQUIRE THE GUBERNATORIAL NOMINEE OF EACH POLITICAL PARTY TO SELECT THE PARTY'S LIEUTENANT GOVERNOR NOMINEE.

Proposes an amendment to article V, section 2, of the Hawaii State Constitution to require that each gubernatorial nominee appoint a person from the same political party as a running mate for lieutenant governor in the general election.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for all or a portion of search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 5/6/2137. (SD2)
