Authorizes the election of the members of the Hawaiian Homes Commission. Establishes the elected office of Director of Hawaiian Home Lands, the holder of which shall have administrative oversight over the Department of Hawaiian Home Lands. Subject to congressional approval.

Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the state fire council to adopt rules as necessary to pursue reimbursements.
Requires each county to establish its own land use commission to make certain determinations under chapter 205, Hawaii Revised Statutes. Repeals the State Land Use Commission.
Establishes the ALOHA homes program to develop low-cost homes on state-owned and county-owned land in urban redevelopment sites to be sold in leasehold by the Hawaii housing finance and development corporation (HHFDC) to qualified residents. Exempts certain land from the definition of public lands. Requires HHFDC to gain legislative approval before disposing of certain lands. Provides for the disposition of lands acquired by HHFDC but no longer needed for the ALOHA homes program. Appropriates funds.
Requires coffee blend labels to disclose geographic and regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a designated percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent by 1/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.
Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the Department of Health to adopt rules.
Replaces the statutory requirement to include representatives of the pineapple and sugar industries on the Advisory Committee on Pesticides with requirements to include a representative of the Hawaii Farmers Union United and a public health professional on the Advisory Committee on Pesticides. Specifies that the member representing the University of Hawaii College of Tropical Agriculture and Human Resources be an integrated pest management specialist.
Requires each house of the State Legislature to establish procedures that enable the Legislature to live broadcast all legislative committee hearings via the Internet; enable the public to present oral testimony remotely at legislative committee hearings by use of interactive conference technology; and enable the Legislature to electronically record legislative committee hearings and make the recordings accessible to the public. Defines interactive conference technology.
Removes psilocybin and psilocyn from the list of Schedule I substances. Requires the Department of Health to establish designated treatment centers for the therapeutic administration of psilocybin and psilocyn. Establishes a review panel to review and assess the effects of this measure and submit reports to the Legislature.
Specifies the conditions under which law enforcement officers may deploy electric guns when acting within the course of employment. Requires law enforcement agencies to establish policies and provide training relevant to compliance with the conditions.
