RELATING TO A SEX TRAFFICKING EMERGENCY SHELTER.

Authorizes the Department of Human Services to establish or contract with a victim service provider to operate an emergency shelter for sex trafficking victims. Provides for general excise tax and fee exemptions. Appropriates funds. (SD1)

RELATING TO CLIMATE CHANGE.

Requires all state, county, and private bus operators to upgrade to zero emission buses by 2045. Effective 1/1/2050. (SD1)

RELATING TO UNDERGROUND STORAGE TANKS.

Requires underground storage tank permit applicants to submit contingency plans for worst case scenarios. Requires a public hearing to be held prior to permit approval. Requires an applicant to be in good standing before receiving a permit approval. (SD1)

RELATING TO PERSONS WITH DISABILITIES.

Establishes "Employment First"--defined as the competitive employment and full inclusion of persons with a disability in an integrated setting as a first and preferred option for employment services--as a policy of the State and counties. Requires state and county agencies to implement this policy in hiring practices and all programs and services administered or funded by the State or counties. Requires the Department of Human Services to apply Employment First principles to Medicaid home and community-based services programs. Effective 12/31/2050. (SD1).

RELATING TO CONSUMER PROTECTION.

In counties with a population of five hundred thousand or more, prohibits the sale of a bicycle that is reported as stolen and is listed on a publicly available online stolen item database and requires the county police department to establish the publicly available online stolen item database. Updates the recordkeeping and retention requirements for businesses that buy previously owned articles. Effective 7/31/2050. (SD1)

RELATING TO SPECIAL IMPROVEMENT DISTRICTS.

Expands the purpose and rationale for which counties may create special improvement districts to include environmental research, restoration, and maintenance; natural resource management; and natural hazard mitigation to improve environmental conditions and provide community benefits. Allows the counties to create special improvement districts for climate change and hazard mitigation. Takes effect 7/1/2050. (SD1)

RELATING TO CRIMINAL PROCEDURE.

Specifies under the Hawaii Rules of Evidence that a court may order that the testimony of witnesses be taken through a live two-way video connection in certain circumstances.

RELATING TO CHILD VISITATION.

Allows grandparents of a minor child to be awarded reasonable visitation rights when the child's parent is unable to exercise parental visitation. Sets forth procedures, considerations, and standards for the court to grant grandparent visiting rights. Specifies that a violation of the terms and conditions of the court order granting grandparent reasonable visiting rights is punishable as contempt of court. (SD1)
