Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health on the Preceptor Credit Assurance Committee. (SD2)

Expands the investigative power of the Department of Human Services to include: children who have been adopted or have been placed in legal guardianship, whose adoptive families or legal guardians are receiving federal or state financial assistance; and children in the foster care system for whom there is a pending petition for adoption or for whom an adoption decree has been issued but the children have not yet been placed in the custody of the adoption petitioner. Requires the Department of Human Services to submit a report to the Legislature on the impact of expanding home visits to families receiving adoption assistance or legal guardianship assistance before the convening of the Regular Session of 2027. Establishes a two-year Crisis Mobile Outreach Team Pilot Program within the Department of Health to expand and support existing crisis response services and programs for at-risk youth. Requires the Department of Health's Child and Adolescent Mental Health Division to submit a report to the Legislature on its findings and recommendations arising from the pilot program before the Regular Session of 2024. Appropriates funds to the Department of Health and the Department of Human Services. Repeals the pilot program on 6/30/2024. Effective 12/31/2050. (SD2)
Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 7/1/2050. (SD2)
Clarifies reimbursement for services provided through telehealth via an interactive telecommunications system. Defines "interactive telecommunications system". Clarifies that, for services furnished for purposes of diagnosis, evaluation, or treatment of a mental health disorder to a patient in their home, interactive telecommunications may include audio-only communication in certain circumstances. Repeals 07/01/2027. Effective 01/01/2050. (SD2)
Prohibits the Department of Health from issuing permits for commercial burning of green waste products in residential areas or within one thousand feet of a residential property.
Requires entities with state education programs or activities, or that receive state funding for educational programs or activities, to adopt written policies and undertake other specified actions no later than 1/1/2023. Requires annual reports to the Legislature. Appropriates funds. Effective 7/1/2050. (SD1)
Requires the Public Utilities Commission to have electric utilities separately issue requests for proposals for firm renewable energy generation and requests for proposals for intermittent renewable energy generation. Prohibits the Public Utilities Commission from approving any new or renewed utilityowned generation project by a public utility or any new or renewed power purchase agreement for electricity generation with affiliated interests with a public utility. Appropriates moneys to the Hawaii State Energy Office to conduct a study. Effective 7/31/2050. (SD1)
Allows the Department of Transportation to: (1) Install and lease telecommunication facilities; (2) Contract for the installation, lease, and management of telecommunication facilities; and (3) Grant longitudinal access to the right-of-way of a highway for the installation, operation, and maintenance of a telecommunication facility under certain conditions. Requires the Director of Transportation to adopt certain administrative rules. Authorizes the Director of Transportation to offer a broadband service provider use of and access to its spare conduits and related telecommunication facilities under certain conditions. Grants a property owner the right of just compensation from the Department of Transportation or the broadband provider for any decrease in land value due to the expanded use of an existing easement to install or operate a telecommunication facility. Creates the Smart Highway Corridor Special Fund. Exempts the Department of Transportation from rulemaking requirements for one year for the purposes of this Act. Effective 1/1/2050. (SD1)
Extends the deadline by which the transfer of the Oahu regional health care system from the Hawaii Health Systems Corporation to the Department of Health shall take place. Sets the manner by which the Oahu Regional Health Care System should request operational funding during the transitional period. Exempts the working group from chapter 92, Hawaii Revised Statutes. Establishes and appropriates funds for five permanent Long-Term Care Ombudsman Program Specialist Positions within the Office of the Long-Term Care Ombudsman, assigned to each county as follow: one for the City and County of Honolulu, one for the county of Maui, two for the county of Hawaii, and one for the county of Kauai. Requires the Long-Term Care Ombudsman Program Specialist to work under the supervision of the Long-Term Care Ombudsman to achieve the goals of the Long-Term Care Ombudsman Program, as mandated by the federal Older Americans Act.
