RELATING TO ALCOHOL.

Expands the definition of "beer" under the State's liquor tax and liquor regulatory laws, to specify that the term includes an alcohol by volume of no less than 0.5 per cent and alcohol seltzer beverages, but excludes certain other forms of distillation. Effective 10/18/2050. (HD1)

RELATING TO PROCUREMENT.

Requires that any procurement change order that increases the contract cost by more than fifty per cent be considered a new contract for procurement purpose, except if approval of the change order is determined to be in the best interest of the State. Effective 7/1/2050. (HD1)

RELATING TO FIREWORKS.

Requires the counties to share certain information concerning fireworks with the Harbors Division of the Department of Transportation. Requires each county to submit a report to the Legislature. Effective date 1/1/2050. (SD2)

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of the program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post-incarceration. Authorizes partnerships between the department of education, University of Hawaii, and department of public safety. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO ELECTIONS.

Requires the office of elections to prepare a digital voter information guide to be posted on its website. Requires the office of elections to mail a notice with each ballot notifying voters that a voter information guide may be found on its website. RELATING TO VICTIM-COUNSELOR PRIVILEGE.
