Sen. Rosalyn H. Baker

Requires every retail dealer to conspicuously post a tax rate decal on each pump owned or leased by the retail dealer that displays the current federal fuel tax, state fuel tax, each county's fuel tax, and state license tax assessed on a gallon of gasoline and other liquid fuel sold at the pump. Establishes the tax rate decal special fund to be administered by the department of agriculture. Provides a penalty. Makes appropriation. Takes effect on January 1, 2018.

Requires weigh-in of commercial maritime cargo vehicles with cargo of 55,000 pounds or more immediately upon departing a commercial harbor. Requires report to Department of Transportation on every container or load of such poundage that arrived in a State harbor for transport on state highways.

Requires that in order to qualify for the renewable energy technologies income tax credit, solar water heater systems meet the standards for solar water heater systems established by the public utilities commission. Requires the public utilities commission to establish standards for hot water heater systems that are ENERGY STAR qualified and listed or systems certified to the Solar Rating and Certification Corporation (SRCC) standard 3000. Applies to taxable years beginning after 12/31/2017.

Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Sunsets on 6/30/2021.

Prohibits a person from posting, maintaining, displaying, or erecting any sign on public property that urges voters to vote for an election candidate. Designates the candidate that the sign urges voters to vote for as the party responsible for removing the sign. Allows the Campaign Spending Commission to impose fines for violations and place a lien against the campaign account of the candidate if the sign is not removed within 2 weeks of receipt of written notice. Allows the candidate to object to written notice of removal. Requires the Campaign Spending Commission to adopt rules.

Amends insurance coverage requirements for in vitro fertilization to allow for expanded applicability.

Appropriates funds to the department of human services to create an integrated database of certain information related to homeless individuals for providers of homeless services and study the impact and feasibility of such a database. (SD1)

Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.

Requires resident managers to be licensed by the department of commerce and consumer affairs prior to engaging in community association management for a condominium association. Requires the department to establish the licensure requirements for resident managers.

Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.
