Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.

Amends the date of filing of monthly, quarterly, semiannual, and annual general excise tax returns from the 20th day of the respective applicable month to the last day of the month. Applies to tax periods beginning after 12/31/17. (SD1)
Authorizes the public benefits fee to be used to install and upgrade electric power infrastructure to facilitate the use of electric vehicles. Authorizes the public benefits fee administrator to establish procedures for the administration of public benefits fee programs that install or upgrade electric power infrastructure to facilitate the use of electric vehicles. Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.
Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)
Requires all health benefits plans to include coverage for Native Hawaiian culture-based activities, including but not limited to canoe paddling, hula, and lua, that have empirically shown to be effective in the management of weight, cardiovascular health, diabetes, and chronic kidney disease.
Establishes an income tax credit for taxpayers who purchase and install eligible energy storage systems. The amount of credit depends on type of system installed, filing status, and federal AGI of taxpayer. Excess credit may carry-over to subsequent tax years or is refundable under certain conditions. Applies to taxable years after 12/31/2017. Sunsets tax credit 12/31/2035. Requires the Department of Business, Economic Development, and Tourism to conduct a study and submit a report to the Legislature regarding the usage of energy storage systems. Amends reusable energy technologies tax credit to harmonize definitions. (SD1)
Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager who is present in the primary care provider's office, and a psychiatric consultant whose services may be delivered through telehealth. Exempts vehicles transporting asphalt or other high temperature loads from the requirement that their loads be covered.
