Requires notice be given to certain county agencies at least 30 days prior to construction or installation of certain agricultural buildings and structures that are exempt from building permit and code requirements. Imposes a fine of $100 per day of violation if construction or installation begins within 30 days of notice.

Requires public schools to obtain written caregiver consent before a student shall participate in dissection, vivisection, and other procedures harmful to animals. Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Requires that any person appointed as State Sheriff by the Director of Public Safety shall have a minimum of five years of combined prior law enforcement experience.
Establishes that state medical use of marijuana as defined in section 329-121, Hawaii Revised Statutes, does not violate the federal classification of marijuana or federal marijuana regulations.
Prohibits advertisements for massage, relaxation, spa, escort, or body rubs from including images depicting any person being advertised as a massage therapist, relaxation therapist, or escort in a nude condition.
Requires board members of condominium associations to disclose significant financial interests prior to taking action that affects both the association and a third-party provider. Prohibits board members from receiving gifts from those types of third party providers. Expands the powers of the real estate commission to enforce violations by board members of disclosure requirements and gift prohibitions.
Allows the works of art special fund to be used for arts programs in public schools and the University of Hawaii system.
Appropriates funds to support the Long-Term Care Ombudsman Program on Oahu by establishing one full-time equivalent (1.00 FTE) permanent program specialist IV position for the City and County of Honolulu and for contracted services through the Office of the Long-Term Care Ombudsman in the counties of Hawaii, Kauai, and Maui. Requires that a defendant be denied bail when the charge is for a violent crime or the defendant has been previously convicted of a violent crime. Distinguishes between a serious crime for which the judge has the discretion to grant bail and a violent crime for which bail must be denied.
Temporarily requires parties in a divorce proceeding to refrain from moving a child from a county of residence, removing the child from school, interfering with custodial arrangements, or discontinuing payments on financial obligations. Expedites mediation and financial and property disclosure.
