Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child victim or witness must endure the stress of the child's involvement in the proceedings. Establishes in the department of the attorney general a child abuse investigation unit. Allows the department of the attorney general to intervene in adjudications in family court.

Requires schools to provide a lunchtime period of at least thirty minutes in length. Requires that the lunchtime period fall between 11:20 A.M. and 1:40 P.M. Effective 7/1/2019.
Codifies the option of the courts to sentence defendants to probation under the H.O.P.E. program. Authorizes current impaired offenders to convert the remainder of their terms to the H.O.P.E. program. Authorizes courts to seal the criminal records of impaired offenders who complete various alternative programs to sentencing. Authorizes impaired offenders who have completed their sentences to have their criminal records sealed in exchange for completing a course of treatment and rehabilitative endeavors. Requires that an impaired offender's sealed criminal record be unsealed upon conviction of a subsequent offense.
Gives DOE authority to acquire, hold title to, and sell, assign, exchange, transfer, convey, lease, sublease, or otherwise dispose of or encumber public school lands. Makes conforming amendments.

Allows employer and employee to mutually agree to an independent medical examiner or permanent impairment rating examiner. An out-of-state physician may conduct the examination upon approval by the Director of Labor and Industrial Relations (Director) or when an employee resides out-of-state. Without the parties' mutual agreement, the Director shall appoint the physician who shall be paid from funds appropriated by the Legislature. Defines "medical stability."
Requires the executive officer and chief counsel of the public utilities commission to annually file a disclosure of financial interests with the state ethics commission and requires these disclosures to be public.
Specifies that the director of public safety shall appoint two, rather than three, deputy directors. Establishes that the position of deputy director of law enforcement for the department of public safety shall be appointed in the manner specified in section 6, article V, of the State Constitution.
Prohibits commingling of moneys distributed by the State or federal government for the purpose of operating a charter school with other moneys that do not have an educational purpose that benefits the charter school. Prohibits any action of a charter school or its governing board from giving rise to a private cause of action against the State. Requires any contract entered into by a charter school over a minimum amount to contain conditions and provisions provided by the department of the attorney general. (SD1)
